Yes. Connecticut treats a pedal e-trike with a motor under 750 watts (750 watts allowed from October 1, 2026) as an e-bike, so no license, registration or insurance is needed. Everyone must wear a bike helmet. Ride where bicycles can go; Class 1 e-trikes may use multi-use trails, but towns can set their own limits.

License: No driver's license, registration or insurance is required for a Class 1-3 e-bike; e-bike riders have the same rights and duties as bicyclists.
Helmet: Every e-bike rider and passenger, of any age, must wear a bicycle helmet; since Oct 1, 2025 this is an infraction.
Minimum age: Riders must be 16+ for Class 3; no statewide minimum age for Class 1 or 2. (Class 3)
Where you can ride: E-bikes may be ridden wherever bicycles may, unless a local ordinance prohibits it.
Sidewalks: Sidewalk riding is allowed only where no town ordinance or state traffic regulation bans it, and riders must yield to pedestrians and give an audible signal before passing.

driver's license

Since Oct 1, 2025 (PA 25-159 s.39), a 'motor-driven cycle' includes a motorcycle, motor scooter or bicycle with attached motor with seat height of at least 26 inches and an electric motor of 3,700 W or less. It needs a valid driver's license (a special permit is available for some disabled riders), may not use sidewalks, limited-access highways or turnpikes, and does not need registration. Helmet for riders under 18. Above 3,700 W it is a motorcycle: registration, insurance and motorcycle endorsement. PA 26-24 (eff. Oct 1, 2026) drops the alternative 5-brake-horsepower test and keeps 50cc / 3,700 W.

License: No driver's license, registration or insurance is required for a Class 1-3 e-bike; e-bike riders have the same rights and duties as bicyclists. Conn. Gen. Stat. § 14-289k(a); § 14-1(61) (e-bike excluded from 'motorcycle') ↗

What we couldn't confirm from official sources (2)

No CT DEEP-specific e-bike policy page was found; DEEP trail page does not mention e-bikes.
OLR's 2026 analysis says the child helmet law (§ 14-286d) covers children 17 or younger, while the compiled statute retrieved says 'fifteen years of age or under'; irrelevant for adults because § 14-289k(f) requires helmets for all e-bike riders.
