Yes. New York counts a 3-wheel e-trike as an e-bike if it has pedals, a motor under 750 W, tops out at 20 mph, and is no more than 36 inches wide. You need no license, registration or insurance, but you must be 16 or older. Ride on roads posted 30 mph or less and in bike lanes, not on sidewalks. In New York City the limit is 15 mph.

No driver's license, registration or insurance is needed for a legal Class 1-3 e-bike.
Helmet
All Class 3 riders must wear a helmet; for Class 1 and 2 no state helmet rule applies to adults (localities may require helmets). (Class 3)

Riders must be at least 16.
Where you can ride
E-bikes may be ridden on roads with a posted speed limit of 30 mph or less, and in bike lanes; Class 3 only in New York City.
Sidewalks
No sidewalk riding unless a local law allows it.

A device at 750 W or more, wider than 36 inches, or faster than the class limits is not a bicycle with electric assist and 'does not qualify for registration' as one. It must meet moped (limited use motorcycle) equipment standards to be registered: Class C (20 mph or less), Class B (over 20-30 mph), Class A (over 30-40 mph). All classes need registration and a driver license (Class A needs M/MJ); insurance required for A and B, recommended for C. No title. Since Jan 7, 2025 dealers must register mopeds at sale. Unregistrable devices cannot legally be ridden on public roads.
