In short

Yes. Wisconsin treats a pedal e-trike with a motor of 750 watts or less as a bicycle, so you don't need a license, plate or insurance, and there's no helmet law. Ride it on roads and bike lanes, and on bike paths unless the local path owner bans e-bikes. Stay off sidewalks unless your town allows it. On state trails, a 20-mph pedal-assist (Class 1) trike may use its motor below 15 mph on trails marked open to e-bikes (trail pass needed at 16+).

Helmet
Wisconsin has no helmet law for bicycle or e-bike riders of any age (the helmet law covers motorcycles only).
Minimum age
You must be 16 or older to operate a Class 3 e-bike; there is no state minimum age for Class 1 or 2. (Class 3)

E-bikes have the same rights and duties as bicycles and may use roads and bike lanes wherever bicycles can.
Sidewalks
Riding on a sidewalk is not allowed unless the local government permits it.

An electric bicycle-type vehicle with pedals that does not meet the e-bike definition (e.g. over 750 W) and tops out at 30 mph or less is a 'moped' (a motor vehicle): it needs a valid driver's license, registration/plates and liability insurance. Faster than 30 mph it is generally a motorcycle (Class M license).

  • Whether Wisconsin's OWI law applies to e-bike riders was not checked in detail; e-bikes are excluded from 'motor vehicle' (§ 340.01(35)), and most OWI provisions refer to motor vehicles.
  • NR 45.05(3)(em) has no subdivision 2 in the current code (it skips from 1 to 3); the DNR biking page confirms only Class 1 and Class 3 may use the motor on listed trails.
