Yes. Delaware's law defines an e-bike as having 2 or 3 wheels, so a pedal e-trike with a motor of 750 watts or less needs no license, plate or insurance. Ride it on roads, bike lanes and most bike or multi-use paths, but not on sidewalks with the motor on. Riders under 18 must wear a helmet, and everyone must wear one on a 28-mph Class 3.

E-bikes are excluded from the definition of motor vehicle and need no registration, title or plate.
Insurance
No insurance is required for an e-bike.
Helmet
Anyone under 18 must wear a bicycle helmet on any bicycle (e-bikes get the same duties as bicycles); adults on Class 1 or 2 are not required to.
Minimum age
You must be 16 or older to operate a Class 3 e-bike; younger people may ride as passengers on one built for passengers. No state minimum age for Class 1 or 2. (Class 3)
Where you can ride
E-bikes may be ridden anywhere bicycles are allowed: streets, highways, shoulders, bike lanes, bikeways and bicycle or multi-use paths, subject to the exceptions below.
Sidewalks
You may not ride on a sidewalk using the electric motor, even where bicycles are allowed on that sidewalk.

A 3-wheel cycle with an electric motor 'rated between 751 watts and 2,000 watts' is a 'triped'. Tripeds need a valid driver's license, DMV registration, title and plate, but NOT motor-vehicle insurance; they are barred from interstates/limited-access highways and from bike-only paths unless the motor is off. The statute does not clearly say what a 3-wheeler of 750 W or less that goes faster than 20 mph on throttle (or 28 mph assisted) is: the 'moped' definition covers only 2 tandem wheels, so it may fall under 'motorcycle' (any motor vehicle on not more than 3 wheels). Over 2,000 W it is a motorcycle (full motor-vehicle rules).
